Mandatory DTCO 4.1b Update: What European and International Fleets Need to Know
Europe’s regulatory framework is turning the tachograph into a critical digital component of cross-border road transport. Fleet operators using VDO DTCO 4.1 smart tachographs are required to upgrade their devices to DTCO 4.1b no later than the next scheduled tachograph inspection. Hakan Şentürk, owner of Germany-based Wollnikom and publisher of Daily Filo, says the development should be closely monitored not only by EU fleets but also by non-EU transport companies operating on European routes.

VDO has announced that fleets operating vehicles equipped with DTCO 4.1 must upgrade to DTCO 4.1b. The mandatory software update is to be completed by an authorised VDO workshop no later than the vehicle’s next periodic tachograph inspection.
According to Hakan Şentürk, international operators should treat the announcement as part of a broader shift towards data-driven enforcement across European transport.
“A modern tachograph is no longer a stand-alone recording device,” Şentürk said. “It has become part of the digital compliance infrastructure of road transport. Keeping the device operational is not enough; its software, security components and regulatory functions must also remain up to date.”
Why DTCO 4.1b matters
DTCO 4.1b is the updated version of the second-generation smart tachograph. One of its most important features is its use of authenticated positioning data provided by Europe’s Galileo satellite navigation system.
Galileo’s Open Service Navigation Message Authentication, known as OSNMA, adds a digital signature to satellite navigation messages. This allows compatible receivers to verify that positioning data genuinely originates from Galileo and has not been replaced by a false or manipulated signal.
The technology provides stronger protection against GNSS spoofing, a practice in which counterfeit satellite signals are used to produce incorrect location data. In road transport, reliable positioning data is particularly important for recording border crossings and supporting regulatory inspections.
DTCO 4.1b supports:
- OSNMA-authenticated Galileo positioning data,
- automatic recording of border crossings,
- current cybersecurity and anti-manipulation requirements,
- Bluetooth-based data transfer and device functions,
- international driving and rest-time rules,
- future software and regulatory updates,
- improved system stability and reliability.
Key questions for fleet operators
Daily Filo: Which vehicles are affected?
Hakan Şentürk: The immediate requirement concerns vehicles equipped with DTCO 4.1. Fleet operators should create an inventory of the tachograph models and software versions installed across their vehicles. According to VDO, the version can be checked on the device identification label or through a technical data printout.
Older tachograph generations must be assessed separately. Depending on the device and the vehicle’s operation, a software update may not be sufficient and a retrofit or full replacement may be required.
Daily Filo: Does DTCO 4.1 need to be replaced?
Hakan Şentürk: For an eligible DTCO 4.1 unit, the transition to DTCO 4.1b is performed as a software update. It does not automatically mean that the complete device must be replaced.
However, the existing version and technical condition of each unit should be checked by an authorised workshop. Operators should not assume that the same procedure applies to older-generation tachographs.
Daily Filo: Is there a single deadline?
Hakan Şentürk: There is no single calendar date covering every DTCO 4.1 vehicle. VDO states that the update must be completed no later than the vehicle’s next periodic tachograph inspection.
This makes fleet-level planning essential. Operators should identify the inspection date of every affected vehicle and coordinate workshop appointments accordingly. Large fleets may benefit from a phased update programme to minimise disruption.
Daily Filo: Will the update create significant downtime?
Hakan Şentürk: The software update can be integrated into the scheduled inspection and calibration process. VDO says the installation is largely automated and is designed to create very limited additional downtime.
The actual duration and cost may vary depending on the workshop, the device and the vehicle’s technical condition. These details should therefore be confirmed when the appointment is booked.
Daily Filo: What are the risks of not updating?
Hakan Şentürk: VDO warns that an outdated software version may lead to objections or penalties during inspections. Enforcement procedures and fine levels vary between European countries, but authorities are increasingly capable of checking software and digital compliance data during roadside controls.
A vehicle can appear to operate normally while still failing to meet the required technical standard. Waiting until the issue is identified during an inspection creates an unnecessary operational and financial risk.
New rules also affect cross-border van fleets
Since 1 July 2026, second-generation smart tachograph requirements have also applied to light commercial vehicles with a permissible total mass of more than 2.5 tonnes and up to 3.5 tonnes when used for commercial cross-border freight transport or cabotage.
The weight calculation may include a trailer or semi-trailer. Certain exemptions can apply depending on the type of activity, which means operators should assess the vehicle’s weight, route and commercial use together.
This extension is particularly important for courier companies, service fleets, small transport businesses and trades operating vans across European borders. Tachograph compliance can no longer be regarded solely as a heavy-truck issue.
What does this mean for non-EU operators?
The DTCO 4.1b update is rooted in the European regulatory system, but its operational relevance extends beyond EU-registered fleets. Vehicles entering Europe from non-EU countries may be subject to different combinations of EU rules, national enforcement practices and the AETR framework.
“Registration outside the European Union should not be treated as an automatic exemption,” Şentürk said. “Applicability depends on several factors, including the country of registration, the route, vehicle weight and the nature of the transport operation.”
Transport companies based in Türkiye, the Western Balkans, the United Kingdom, Switzerland and other connected markets should verify their position with authorised technical and compliance specialists before operating affected vehicles on European routes.
A practical action plan
Fleet operators should:
- identify every vehicle equipped with DTCO 4.1,
- verify the installed software version,
- record the next periodic inspection date,
- schedule the update with an authorised VDO workshop,
- review older tachographs for possible retrofit requirements,
- check light commercial vehicles used on cross-border routes,
- brief drivers and dispatch teams on correct tachograph use.
Şentürk concluded: “The transition to DTCO 4.1b is not only about meeting today’s technical requirements. It reflects the direction in which international road transport is moving: authenticated data, stronger cybersecurity, automated controls and closer integration between vehicles, fleets and regulators. Companies that plan early will be better prepared for this new compliance environment.”
